Tangent, but that has to be the dumbest business decision in the past 20 years. That is "New Coke" level of stupid.

You can get actual web hosting for under $100/year. I have unlimited storage and bandwidth for only a little bit more than that.

Had they done $9.99 per year they would have had a bunch of people sign up, a hell of a lot more than the tiny fraction that paid $399.

I have the browser extension installed in Chrome, and that is really all I use it for, if I find something I want to see, i copy/paste the URL into chrome, and if it is something I want for reference, I will download the photos.

They used to be on that model.
They had their "free" level, that was fairly limited in storage space, but I've been a subscriber since probably 2006 and paid $70/year for it (I think 4TB, don't remember).
That obviously wasn't enough for their stockholders.

As time went on, they more and more pushed the "Cafepress" type thing to make money from selling you stuff with your photos on it.
Apparently, that wasn't enough for them either.

I could have even lived with a jump from $70 to $100. I pay that for Dropbox. $400, or even $300, or even $200? Nope. Not going to happen.
