You buy the gun and have it shipped to an 01. You then DROS the handgun at said 01. Since the handgun was DROS'd, you would not need to report it to CADOJ BOF since that's what the DROS covers. Since you have the COE, you are exempt from the 10-day waiting period and 1 per 30 days on C&R handguns only (no moderns). You still need to enter the handgun in your bound book since the ATF is federal. I've DROS'd C&R handguns with UG Imports, but they're currently not doing transactions until November

The C&R/COE has become much more common and with it LGS understanding, comfort level has gotten much better. When buying an early made Inland M1 Carbine and using my C&R/COE, about 10 years or so ago, I got the "of course you have to wait" routine. In the last two weeks I've bought C&R handguns at Bay Area Gun Vault, River City in Sac and Krauswerks - all went smoothly.

Keep in mind that there are STILL plenty of 01s who have no idea how to deal with the 03/C&R thing.
A few months back I ran into this trying to buy a C&R long gun from an LGS. Ended up having to DROS it normally, as this moronic FFL insisted that we needed to do a dealer transfer and that I needed that DOJ number that out of state dealers have to get.

Call the FFL and make sure they do the process right before you committ.
