where can I get the coe form?

I ordered my CR&R form from the ATF, but I cannot seem to locate anything related to the COE application. Can anyone point me in the correct direction?

The COE is a California DoJ thing. You won't find it on the ATF website.

The COE is from California Dept. of Justice and not from ATF.
