      COE should let you walk out the door without a waiting period on any gun from a CA FFL. However, I don't think the FFL03 actually makes a difference there.

      The FFL03 allows you to walk out the door with any C&R weapon out of state that you want to.

        With either the 03FFL OR the COE, you don't have any benefits in transfers from dealers except the C&R being a "proof of residency". But with both the 03FFL AND the COE, you are exempt from the 10-day wait on any C&R firearm from a dealer. You must fill out the DROS, but it is otherwise cash-and-carry.

        Also, with both the C&R AND the COE, you are exempt from the 1-in-30days restriction on handgun transfers for ALL handguns, C&R AND modern.

          Thanks for the quick responses. I've read eveything I can find and am coming to the conclusion that the FFL03 will let me buy an out-of-state C&R pistol if I am out of state (hand carry / UPS back to CA and register in 5 days), but is useless if I am in CA and trying to but out-of-state C&R pistol (e.g., Internet). The latter must go through a FFL01. Can anyone confirm?
