    CMP in-store purchase

    Will be traveling to Louisiana, Alabama and Georgia this summer and wondered if I can purchase Garands at the South Store without a C&R/COE.
    Would register upon my return, of course.
    ...a fool and his money were lucky to get together in the first place...

    I don't think so. CMP is not a FFL, and transfers of firearms between residents of different states is illegal unless one is a FFL or a FFL is used.

    Plus you also have CA PC27585 to worry about, you are not exempt from it without C&R FFL. That means even if CMP did sell it to you, it would have to be shipped in to a CA FFL for DROS, waiting period, etc.



    Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that he or she purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless he or she first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2

    b) Subdivision (a) does not apply to or affect any of the following:
    (1) A licensed collector who is subject to and complies with Section 27565.

          The CMP is exempt from federal out of state transfer laws as they were created by congress to sell their firearms to all qualifying US citizens. I have purchased from both stores in the past and as long as you meet their purchase requirements, they will sell to you. The problem that you will have is that if you bring the rifle into CA, you will run afoul of CA state firearms importation laws that went into effect on 01/01/2015. Unless you have a 03ffl or have it shipped to a licensed dealer, you can't bring it into CA without breaking the law. To be exempt from this law, all you need is a 03ffl. You do not need a COE for in person, out of state purchases.
