    Need some quick COE help please UPDATE post #8

    Hi all,

    I got my 03 and COE recently. Went into my LGS to buy a rifle, I haven't used my COE in this manner yet.

    The guy behind the counter was doing something on the DOJ website and asked me for "my (LE? CE?) number". I didn't know what he was talking about. He said that if I have a COE that I have to enroll somehow on the DOJ website.

    Does anybody know what the hell he was talking about? I am trying to find this info on the DOJ website, and it looks like if you are a DEALER, ie an 01 FFL, you need to enroll in some program and get a CFD number. Is this what he was talking about?
    He joked early on about how he forgot his glasses at home and it was going to be a rough day. Could he have mistaken me for an 01, or is he ignorant of the process?

    I got NO INFO from the DOJ about how to use my COE. Any help is appreciated, thanks.

    He probably doesn't understand 03 & COE rules.
    L.E. sound like he's assuming your Law Enforcement ID.

    Is the rifle on consignment? Because I believe that changes things.

      Yes it is. Over it's 30 days though.

        Well if its over 30 days then you can pickup same day. Show them your 03 & COE and you're good.

        But, it's sometimes difficult to find a 01 that understands the legal process of dealing with an individual who has a 03 & COE.

          03/COE is only good for C&R stuff. Useless for pretty much anything else as of late.

          Were you trying to buy a modern rifle?

              My understanding is that in one of the drop down box - It ask you for your COE number if the transfer requires it -

                Went back there today, the guy says I need a "CL" #. As far as I can tell, that is something that doesn't apply to 03s at all.
                I am seeing nothing on the DOJ website that would apply to my circumstance.

                I think the guy I am dealing with is the owner, and he is adamant that I need this number.....I think I am screwed here. I am kind of pissed now, and may get a refund on this rifle and then never shop here again.

                  Bainter - The FFL is extremely confused -

                  The CL number is - Consolidated List - Required by our DOJ of out of state FFL sending guns in to CA - It is also known as a CFD number -

                  You have what is required of CA to do the transaction -

                  Call DOJ and have them clear it up with the FFL -

                    The dealer was confused about CFLC versus COE which are entirely different. All dealers in CA have to have a CFLC #. Out of state dealers sending guns to California also need one, which requires registering with the CA DOJ. This is the #1 reason why so many dealers won't ship anything here, because they do not want to "register" with CA.

                    FFL03 / COE holders do not have or require a CFLC number.

                      You will encounter LGS who will not honor a FFL03 / COE same day C&R purchase. I bought a Swiss 1911 long rifle at Turners and not only did they refuse to honor my 03/COE, they did not even know what I was talking about.

                          I am wondering....if I am forced to pay for the DROS and wait 10 days, is there a process by which I can apply to the DOJ to get my $25 back due to an improper DROS?

                            You still have to pay the $25 for the DROS.
                            The 03/COE only exempts you from the 10 day wait and 1-in-30 limit for handguns.

                              Really? That doesn't make sense......would I still need to send in the registration form and pay the $19 (or whatever that fee is)?
