Greeting,

New to C&R gun purchasing. I have applied for a C&R (still waiting) with the desire to purchase a C&R rifle from an online retailer. My hope was to have it delievered to my residence. My question is do I need to have a COE as well if the retailer is out of state?

Sorry if this has been asked/answered numerous times. Answers are very conflicting online especially with the laws changing every year.....

If I do not have a COE, do I need to go through a FFL 01 even though I have a 03? I assume is a CA law only?

Yes. You need both for C&R guns in CA.

You can use a C&R FFL out of state to purchase either a C&R handgun or long gun. There's a different form for reporting those though. No COE required if out of state and in person.
