    The dangling carrot

OK, my son who lives in Utah (and I live in CA) has dangled a carrot.

    We both have C&R's licenses.

He wants one of my 1943 dated M44's (extremely nice stock and rifle) and I won't give it to him.

So he bought two CZ82's (he knows I've been wanting one) and one has a 8 or 10 round magazine. (I think he did that on purpose)

He wants to trade me the 8 round one for that M44.

OK, I have two 1943 M44's (which I got for a real good price) so it sound like a OK deal, but

    1) Is the CZ82 OK if I go get it and bring it back to California and do the DOJ paper work on it, or is it a "Not OK C&R handgun" in California? (I've noticed the CZ52 is OK to ship into California to a 01FFL, but I don't see anything about the CZ82, so that makes me wonder if it is OK for me to bring back with my 03FFL)

    2) Do I "technically" have to go to Utah and pick it up myself? I don't think he can send it to me, is that correct? There is some "inter family" laws I don't have a handle on. I can go there, but I would have to wait till the next trip.

Yes, the CZ82 is listed as C&R by the Feds, so it is exempt from the Roster and legal to ship to an 01 FFL in California.

It is also legal for a 03 FFL to bring back to California after traveling out of state to acquire it.

Since the handgun will be coming from your son, it is also legal for him to ship it right to you in California. Your status as a C&R FFL exempts you from the Federal restriction on interstate transfers and your "family" relationship exempts you from California's restriction on handgun transfers.

He can't include the standard capacity magazine though. He can send you the low-cap one.

In the "other thread", they say I can't because I don't have a HSC card or COE. That true?

You need a HSC or CCW to get a pistol, even if C and R, and even if from your kid.

HSC is a piece of cake, just go into your local shop and pay them the $25. Some shops won't let you take it if you're not buying a gun from them, so call ahead.

If there's a Turners near you, they will provide the HSC test whether you buy a gun or not.

I took the HSC test Saturday at the gun show.

I didn't even study for it as I have take all the previous tests (Basic Fires Arms Certificate, NRA safety coarse (I was young), and had hunting safety coarse). I figured it would be close. I got 100%, so now I have a HSC. I should be set to go!

I have one other non related question. I used my NRA safety card (I got when I was young) to get my hunting license back in 1970. You had to have that back then or a hunting safety coarse to get a hunting license then. I had hunting licenses for several years, but I stopped getting them. I don't think I have any of my old hunting lic. around anymore.

What do I need to do to get a license these days? Can they look up my old license or do I have to start over?

The HSC is easier to get 100% on than the driving test is, even though I've driven longer and driving is a far bigger slice of my life than handguns. It's just another way to get some $$$

You'll probably need to take a new hunter safety course. Not a big deal though. I am a Hunter Ed Instructor, and a school teacher. I usually offer my classes through our school's 4H club, and parents often take it with the kid, even if they don't need it. Most say the ten bucks is worth the refresher.
