Nazi Artillery Nose Cone?

A guy at work showed me these pictures of something he picked up at a garage sale. I can't tell what it is, but thought someone on here might. It looks to me like the nose cone of an artillery shell and with the Waffenamt it looks like it is from WW2. Any idea what it is and it's value?

I think it is a timing fuse for an 88 flak round.
