Can I, a non 03 license holder, buy a Savage Model 1907 pistol from an out-of-state seller on gunbroker?

If yes, I'm guessing it still has to go through an 01FFL and would be subject to the one-gun-per-30days rule, yes? Any other conditions?

If you have a COE to go with your C&R FFL, you would be exempt from the 1 in 30 handgun limit.

Yes, you can purchase it and have him send it to your favorite 01ffl for DROS. It's exempt from the safe handgun list since it's C&R.
