I apologize if this should be in the legal section. I'm ordering a Garand through the CMP this summer, but am a college student so I have a couple concerns.

-I know the CMP can ship directly to your door, is this still true in 2016 even for CA?
-Does anyone need to sign for the package? If so, can a family member do so? The rifle arriving at my house after I return to school out of state is a concern
-Could I simply have the rifle shipped to my out of state residence in the state I attend school? Or does this count as an out of state purchase (I'm assuming so)

CMP's website will tell you exactly what their policy is for rifle sales and which states have specific rules and requirements

Do you have a C&R FFL03 and California COE? If not, then to ship to California, you have to have it shipped to an FFL. Your FFl will charge you a transfer fee, and a DROS fee. The transfer fee differs between FFLs.

You are going to need to use an FFL and wait the ten days. That will solve the rest of what you asked about. Be glad that you discovered the CMP before they ran out of rifles and while you are still young.

You must have an FFL03 license for the CMP to legally ship a rifle directly to your home. If you do not have an FFL03, the rifle must be shipped to a FFL holder where it will have to go thru DROS.

Alright I will do that. How long can an FFL hold the rifle for me? If it arrives after I've gone back to school in August, I don't think I would be back until Thanksgiving (which would be perfect if the CMP takes the full 4 months to ship it). After which I would simply check it through TSA when I fly back.

I'm glad I found the CMP too. Been looking at semi-auto options and decided I'd rather wait until I move to a free state before buying an AR instead of getting a neutered CA compliant model

Have done better with FFL Transfer Agent fees than some LGS's. Can research online via your local zip code.

That is going to make it tough to make it work with your school schedule.

If your parents have an interest in firearms, perhaps they would like to buy themselves an M1, and then give it to you via intrafamilial transfer.

That's actually not a bad idea. That isn't a straw purchase? My dad would probably be thrilled as long as I let him get plenty of range time with it before I pick it up. I'll ask if he has room in his safe

Have the rifle shipped to an FFL in the area of your school (assuming it is in CA). After the ten day wait when it's time for you to take it home, ship it to your parents house and ask them to put the box in a closet until you get home from school.

Do you live off campus out of state? do you have that states id? A friend of mine is in school in South Carolina and he gave up his California residency while there.

If you are a resident of that other state meet all the requirements and have it sent your home out of state.

I do live off campus out of state. I cannot get a drivers license in this state because of CA's insane driver's license laws. I work in CA over the summers, so after 30 days I would be breaking the law by having an out of state ID.

I went through a long and drawn out process with the ATF here trying to figure out how I could purchase firearms out of state being a student as per ATF ruling 80-21 (since I am only home long enough to go through the CA purchase process about twice a year). Long story short, CA is the only state that has a law restricting students from utilizing ATF 80-21, banning out of state purchases of any kind.

That sucks. Apply for a C&R and COE when you're home this summer. Place an order for one have it sent straight to your California home.

Bring your C&R to school state. Head out to the gun shows and you can legally buy C&Rs in that state even with your California ID.
