One need not be licensed to participate in "collecting activity"
Likewise, the oldest gun in my collection is also the only C&R, so one does not necessarily participate in "collecting activity" just because they are licensed.
I got the 03/COE when we were faced with the online ammo sales ban, and have just maintained them ever since.
Worked out nicely when visiting my folks in Texas and mom gave me grandpa's .32 that I never knew about.- Rich
