Need clarification re: C&R transaction

Can I have a C&R rifle transfer directly to me, I have a C&R and COE but the sellers License is not valid because he changed the address, he's saying that we need to go through FFL, I thought that I can have the transfer done regardless since I have a valid license.
Please advise, thanks

I believe you are good to go. Seller doesn't need a license.
