I was just curious... I know regulations have changed in CA to require a firearm safety certificate for long guns now (previously HSC for hand guns only), as well as a background check. I was wondering how this applies to C&R FFL03 holders?
Can a FFL03 holder be able to still place an order with the CMP and have a garand shipped to their door, or do they need to have it shipped and released through a dealer and DROS'd?
If it needs to be DROS'd, then what good is a C&R anymore?
Also, how would this apply to hand guns? I'm getting ready for my CMP 1911 and was wondering how this would work if its considered a C&R grade gun?
