Not rubbing it in just letting you know how long they are taking to process paperwork

That time period sounds about right. I got mine in about three to four weeks. Of course you know that having a C&R FL is going to become expensive.

Also does anybody know where i get one of those bound books from and do i have to record all my guns and rifles i bought before i got the license

That is a common complaint. I've also heard of people thinking it was junk mail and tossing it.

Are you going to get a COE? Buy & walk in CA with any C & R rifle or handgun and no "1 per 30 day" on any handgun.

Costs around $90 for the first year, and then renewals are about $20 a year.

Exempts you from the 10-day wait on C&R firearms from an FFL. You still have to fill out and pay the DROS, but you can cash-and-carry right after that. also exempts you from the 1-in-30 for ALL handguns, C&R and modern.

Both of these exemptions are not commonly known by dealers, so you may ahve to talk them into it by showing them the code. Some people have actually called CADOJ while at the dealer and had them explain the exemptions.
