With just a C&R, you can order 50+ year old long guns direct to your house. You can also go out of state and buy C&R longguns and handguns and bring them back to CA with you. YOu do need to file a C&R form informing CADOJ of any C&R handguns you imported.

If you get a COE, certificate of eligibility, along with your C&R, then you can cash-and-carry any C&R firearm from a dealer. YOu do have to DROS it, but are exempt from the 10-day wait. And, with both, you are exempt from the 1 handgun in 30 days limitation for all handguns, C&R and modern.

Do you want an AOW or C&R SBS/SBR in CA?

        In which situation?

For rifles, as many as your wallet will allow.
For out-of-state C&R pistol purchases, same as above.

With just C&R, 1-in-30 days for C&R handguns.
With C&R+COE, as many handguns as you can afford.

Just don't sell too much stuff lest you be considered dealing.

I'm still waiting on my application to get to me from the DOJ or whoever I ordered it from on that site :\. Been almost 2 weeks now, and still nothing.

I just received my FFL 2 month after turning in the application. Now, where can I apply for the COE? Thank you!

is there a online link for the C&R application also?
can a normal citizen apply for a FFL too or is that dealer only?
is there a required sequence I have to apply, in other words do I have to have a C&R first, then a COE? or no difference?

A C&R FFL is an 03FFL, but is for collector use only. No dealing allowed on it. A regular FFL would be an 01FFL, and you must be using it for business purposes. IT is not for merely enhancing your collection. You must be properly zoned for business purposes inorder to get one.

Go to http://www.atf.gov/dcof/index.htm and request F 7CR (5310.16) - Application for License (Collector of Curios and Relics) Under 18 U.S.C. Chapter 44, Firearms.

They will mail it to you, fill it out per the instructions, send one copy back to BATF +$30, send second copy to CLEO that you refered to on the form, wait ~2 months, receive approved C&R FFL in mail.

Cost is $30 per three years. It gets you discounts at many vendors. One order at Brownells or MidwayUSA can pay for it.

The COE is more expensive, around $100 in fees for the first year, but the renewal is something like $20 bucks. It has a very limited use in CA, but when used in conjuction with the C&R does exempt you from the 10-day wait on C&R purchases from a dealer, and exempts you from the 1-in-30 handgun regulations for all handguns, modern and C&R.

You don't need to get them in any particular order. But for most of us, a COE is useless without a C&R.
