Hard to find a correct answer. If I acquire my 03 license. Do I then have to send in registration on all my c&r acquired prior to license w/o a dros? I know this wasn't always the case but I am told now it is.

As Chad correctly answered, you don't need to report/register the firearms you already own. Once you have a C&R and you acquire something out of state (long gun or handgun) using your license, you have 5 days from the date you brought it into Ca to send in a BOF4100A.
If you get a COE and use the C&R/COE combo to acquire long guns here in CA from a private party without a dealer involved, then you send in a BOF961 within 30 days of your purchase.

So cash-and-carry for 50yr+ has been eliminated for non-03/COE as of 2014, correct?
My 03/COE is good to make a (long gun) purchase from a private party, but not to sell to a private party who does not have an 03/COE?- Rich

Ok. Here's what happened. I acquired my 03 late last year. I idiotically goofed up my app. When I received everything it turned into a fiasco. Took a bunch of phone calls and numerous trips from the post man to get all the paperwork right and receive everything I needed. I could be missing some? Hopefully no new law paperwork? Since I have received it I have yet to use it for buying a firearm. Bought a lot of reloading supplies though.....
Bought a couple of guns 3-4 years back from a fellow calgunner I friended here. In chatting today he said he let his 03 go because he did not want to register all his guns with ca and the Atf per the new laws. I started quizzing him on these new laws which is where this conversation started. I was also told that I need to register any gun be it rifle, shotgun or pistol with ca and the atf per the new law so if atf comes to my house I am in the clear. No matter when they were acquired.
Am I that much out of the loop? 3 of my c&r rifles that I bought were not dros'd but bought legally 3-4 years ago and one 410 shotgun that's 50 years old I got from my father eons ago. Do these now legally need to be registered ? If I am not compliant in some way I need to take care of this. This guy is pretty good about keeping up on things so I am kinda nervous. If not something to atf some kinda registration to ca? Any advice is appreciated.
