    Why is it, with an 03 C&R License you can order a complete Mosin Nagant 91/30 rifle (for example) from anywhere but you CAN'T order a barreled receiver by itself (for the same rifle) without going through an 01 FFL which will end up costing more than the entire rifle?...is there some logic to this that I'm missing?

    BATFE has said that they generally consider incomplete firearms to have lost their C&R status because they no longer have collector value. That's why many places won't sell barreled actions as C&R.

      That makes sense (more or less) but Ive got a complete 91/30 (minus the barreled receiver of course) sitting in my cab with nowhere to to go
      Any pointers to someone who WILL sell it as a C&R (as long as it older than 50, etc) I've got a WTB posting down below..so far no replies

        Barreled receivers pop up on the C&R section of GunBroker fairly often. If they are over 50 years old and unmodified, I believe they are still eligible.
