    Because the creators (CA guys) have been told by CA DOJ it's GTG. It's not defined as a flash hider. Also, I believe both of the owners are also SME's for the state of CA.

    IIRC, That is only if the muzzle device is marketed as a "flash hider".

    However we can all interpret the laws however we want. It's your call whether to run it or not. I don't have a featureless so I don't need to worry.

    There are threads specifically discussing these issues. Lots of good discussion if you use the search function for "FSC556".

    Bottom line: BATFE letter holds no weight against CA AW laws. The normal FSC556 is a flash hider. No-go for featureless. Tines on end are designed to reduce flash signature.

    TTO is good to go on featureless, since the flash suppressing tines are removed. I run a TTO on my featureless.

    PWS has an ATF letter confirming that the FSC556 is a muzzle brake not a flash hider. But that doesn't matter to CA DOJ
    The TTO is just a FSC556 without prongs according to their website.

    So IMO TTO is GTG but the FSC is not
