You can do a switch barrel rifle on any action with a fixed lug, be it pinned or integral. I like the one piece bolt handle design of the surgeon. And the round action they're coming out with uses it, it just lacks the integral lug and base. But with a double pinned lug and pinned base, it still only comes in around 800. One of the best deals out there. If you don't mind waiting, the Stiller Tac30 is a great action as well.
The new Badger intrigues me if nothing more for the way the barrel is mated to the action. You'll be able to call George and just order a barrel. You spin one off the badger and screw the other on. The headspace is consistent from rifle to rifle, a la AIAW. Its just a heavy mother.
I tell you though, after having shot a lot of, and lusted after custom actions, my R+D 700 continues to impress me...at least when I'm doing my job behind the rifle.
