Grow the GUN Community - Help a Noob!

After hours of studying the flowchart and almost getting bamboozled by an out of state dealer trying to send me a Bushmaster XM15 lower to CA. I still need clarification on something. Best described by an example:

I noticed that S&W sells this AR-15 as the CA compliant version, equipped with BB and 10 round magazine. Model # 811038

Of course they also sell the regular version of it for people outside of CA
    Model # 811036

Is there any difference if I find model # 811036 from an out of state FFL and they install the BB and ship it with a 10 round magazine? Is this now the same rifle? Same model #? Legal in CA?

Is that how it always is? If you find a gun with a receiver that is not banned can you install the BB and fixed round magazine to essentially turn it into the California compliant version?

Thank you all in advance for the help and guidance.

As long as it is not banned by name and comes into the state with a BB then, in most cases, you are legal. Many out of state dealers will install a BB for significantly less than S&W seems to be charging. Try Atlantic Firearms for one.

Honestly, if I were you I'd either buy an AR-15 from a LGS or build one from a stripped lower. If you can build a Lego set, you can build an AR-15 from parts.

Comes down to the model labeled on the lower receiver. The Colt LE6920CA is a good example. I see questions about this one periodically, because the 6920 is banned by name. However, the roll mark on the newer versions say M4 Carbine. So you can call it whatever you want on the box, but the rifle is actually a Colt M4 Carbine. Colt also has CA and non-california models with the only differences being the bullet button and compliant magazine direct from the factory.

In that case can you buy the new Colt with the M4 labeled lower, put a BB, and 10 rd clip and be CA Legal?

So would buying this and putting a BB on for $30 be a good strategy?

In it $560 + tax, FFL fee, and DROS. Under $700, but not that bad considering it's CA.

Yes. However, there are considerations.... The company you buy from has to be willing to do the modifications whether you provide the bullet button/mags or they do. Otherwise, you can transfer through a local FFL07 with an assault weapons permit who can then do the mods when they receive it or have it sent to a 3rd party out of state FFL who can do the mods before forwarding it to your local FFL. I tend to buy from CA friendly vendors like Atlantic Firearms who make the process very easy. There are plenty who won't even sell to us in CA.

If you filled out your profile with where you live, maybe someone might know of a deal local to you.

You could probably just find a good deal local as mentioned above. This is cheaper than paying the extra transfer and bullet button costs. http://www.riflegear.com/p-1148-sw-m...ort-rifle.aspx

M&P 15 Sport CA Compliant - $599 - it'd be a little over 300 miles round trip twice for you though.

What's your location OP? If you're in SoCal and buy a stripped lower with all the parts I'll gladly help you assemble it.

I really appreciate the offer. I am in NorCal though.

Hmmm, this might actually work. I have a business trip in Sacramento and am returning up there for the holidays. Thanks for the link.

Being that it's your first gun, and you're somewhat confused with the flowchart-why not just buy from a local shop? At least then you can rest assured you're getting a CA legal lower/rifle.
