Can anyone tell me what handguard this is?

Watch between 27 to 31 seconds. He removes the free float handguard with a QR lever!

All handguards should have this feature!

That's a british solution to their semi-auto ban.

Fortis makes a quick detatch rail, but it's not the one seen in the video.
Fortis Manufacturing has released the first of their new SWITCH rail systems. In a similar vein to DRD Tactical’s quick-rail systems, the SWITCH uses a clamp and proprietary barrel nut to allow the user to quickly don and d’off the rail.

Barrel, sight and trigger work on most pistols and shotguns.
    Most work performed while-you-wait.

Interesting. I wonder how well a front sight mounted to it would hold zero.

There are QD mounts for optics that supposedly hold zero so I figured there was some chance but I guess not.

That's pretty interesting, haven't seen something like that yet.
The laws that forbid the carrying of arms are laws of such a nature. They disarm only those who are neither inclined nor determined to commit crimes.... Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man." - Thomas Jefferson (quoting 18th century criminologist Cesare Beccaria)"

Cool! I see from your link that an outfit called DRD Tactical also makes one, but it appears you have to buy their complete upper to get it.

Unfortunately, the Fortis doesn't come in a 5.56 version yet and it's pricey.

Most people are only mounting flashlights, bipods, and VFG's on their handguard rails. So re-zeroing doesn't apply to most of us.

Laure PredatOBR's also have this, and there's another rifle maker who makes an AR that breaks down to fit in a small case but I'm not sure if it's a removable handguard or a quick release barrel.

The Larue system will return within 0 - 0.5 moa accuracy.

Ugh. It appears you have to buy a complete rifle to get them.

Front sights on the handguard rail are hardly uncommon

A quick release rail trapped behind a barrel-mounted front sight would not make much sense.

Doh! Happy hour made me forget about the front sight.

When you get to my age, optics rule.

For the Larue, yes, complete rifle only.

The reason their handguard is detachable is so you can quickly break the entire rifle down for transportation or storage.

I can't think of any other reason why you'd want a quick detach handguard.

                              Not necessary...plus it looks heavy.
