    I just placed an order for a regular PSA complete lower the Magpul edition, being sent to my local FFL, who will install the B/B. Does this violate PSA's policy about not shipping non compliant firearms? I have not been able to reach anyone at PSA. Has anyone else in CA done this with a lower w/o B/B?
    I am thinking this should not be a problem, but I am still very paranoid since this is my first online gun buying venture.

    You're good to go I think. Per their website

    "Complete AR-15 lower receivers will NOT be shipped to the following states:

    Connecticut
    Maryland
    Massachusetts
    New Jersey
    New York"

      Here is what they say:
      Non-Compliant AR-15 models will NOT be shipped to the following states:
      California (PSA will not install a “bullet button” on ANY firearm from another manufacturer other than PSA.)
      Connecticut
      Maryland
      Massachusetts
      New Jersey
      New York

      I also made another mistake on the shipping address, which somehow got copied from my billing address, I may just cancel the order tomorrow if I can get a hold of them

        You aren't buying an AR-15 rifle though, just the lower so I think that doesn't apply to just a lower.

          Huh? There's no crime in having a regular mag release on a lower. It can even be DROSed and transfered that way. There is ZERO legal reason for a mag lock of any kind to be installed on a lower without a semi auto, centerfire, rifle upper or a semi auto (rimfire or centerfire) pistol upper attached to it. But, some FFLs don't really understand the law and have policies about requiring Bullet Buttons or other mag locks be installed to transfer.

          If the FFL in question is not a CA AW dealer, he would not be able to receive a firearm that is a CA AW. So, if he isn't an AW dealer and insists on installing a BB or other mag lock because "it's the law", he is a fool. If that's the case, I'd find another FFL to do business with. If the OP just wants the FFL to install the mag lock, that's another story.

                      The FFL has no clue what you might do with that lower. You could install a rimfire upper which would not require any mag lock what so ever. You could take it apart and turn it into a featureless build. Until a centerfire (or shorty rimfire upper) upper is attached there is no need for any mag locking device.

                        All worked out well, got off the phone with PSA after 20min they are putting B/B on for free

                          That was totally unnecessary. You're going to jail for ignoring CSACANNONEER's post.

                          Personally, if I was buying a complete lower without a centerfire upper attached, I wouldn't have any PSA, Turners, or Bubba Ninja Tactical customer service counter monkeys messing with my lower.

                          What if with one clumsy slip of their fat finger, they cause a nano scratch in the anodizing near the mag release button hole. This can lead to a catastrophic cosmetic failure that only you can observe and document by NOT using the macro setting of your point-and-shoot camera.

                          This is almost as bad as dropping your complete rifle onto carpet from the arm of a sofa. You'll have nightmares for weeks on end thinking that it's gonna kaboom on you from the damages incurred.

                          The worst is when you finally get that upper and the anodizing doesn't match the lower. You'll know it's all gone to hell and everything is completely defective... i.e. NOT MIL-SPEC!!!!!!!!!!!
