    You can still FTF antique guns and non metallic cartridge gun in CA. Everything else needs to go through a FFL. 03FFLs need COEs or to go through an 01 or 07FFL.
    Ca FFLs don't use the NICS system. They use the state's Dealer Record Of Sale system through Ca DOJ. Does Ca DOJ use the NICS system to approve sales? I'm not 100% positive but, I think it does.

    "80%" AR receivers normally cost more than complete lowers. The whole "hook" is to do it yourself and take pride in your work. The absence of a paper trail is just a bonus.
