I've been toying with this idea for a while now. I have a 23" sniper tactical vepr and was wondering how easy/hard it would be to shorten the barrel to, say, 16". I would still want to keep the original front sight and muzzle break. The muzzle break is the svd style with the plunger system. Has anyone done this yet? I know Ill loose a little bit of bullet velocity but I don't think accuracy will be affected.

Can be done. I recall Nico working on a PSL chopped down to 13 or 14in with a perm MB.
Plus WW used to make the AK54r, which was pretty much an AK in std dimensions chambered in 54r.
For me I would rather keep the barrel at least at 20in or so to keep velocity at range, but I cant deny ashort barrel in full rifle 30cal is pretty cool

for ar10 (18" bbls that shoot 175ish gr 308, they say 1:12 twist rate is best
so with your 1:12 pls barrel, shooting 174gr surplus, 18inches could be an accurate length.Comment
