Bullet button needed on a mini-14?

A buddy from out of state is moving to California with a mini-14 with 5 and 20 round magazines.

I figure the 20 rounder is a no-no but I'm not sure if he needs a BB installed before he brings it in or not.

Advice?

He can not import the 20 round magazines unless he owned them inside CA prior to Jan 1st 2000.

He does not need a magazine lock on his Mini-14 unless it has features.
If he has features he either needs to fix the magazine or he needs to remove the features to be featureless.

No, a factory "featureless" Mini-14 does not need a bullet button. If your buddy has an aftermarket stock with a pistol grip, collapsable stock, etc. then yes it will need a bullet button.

Mags are a no go.

Does it have a flash hider? Or did he modify it by adding a pistol grip or collapsible stock?

If no to all the above... Then your buddy is G2G without a bullet button.

Thanks guys. I consulted the flow chart and probably should have stated as much. Tapping on the cellphone means cutting back on words. I just wanted to make sure I was reading it right before I give any advice.

I haven't seen the gun but will ask about evil features. I suspect it has none.

If it is the tactical Mini 14 then it needs a BB. If it is any of the others without a pistol grip, then no BB.
