ptr 91 legality question

I have a ptr 91, and was thinking to myself... if I went to the range with the plastic training ammo, could I use my 20 round mags?

My thoughts are, without the training bolt group, the rifle does not cycle the plastic rounds. Every time I fire it, I have to manually cycle the action. The plastic rounds don't have enough pressure to cycle the action. It with the plastic ammo then wouldn't it not be a semi auto?

Flame suit on, I am not going to be a test case, this is just a thought.

If you don't want to be a test case, DON'T do it. The law describes the rifle as one capable of semi-automatic fire etc etc.(yours still would be in that situation) and the magazine as "Capable" of carrying more than 10 rounds - which yours would be at that point so where is the exception to the law? The happenstance that you happen to be shooting plastic rounds as opposed to real ammo doesn't alter the qualities of the rifle or the mag. So. 1+1 = felony.

If you want to use hi-cap mags go featureless.

So who's to say the next 20-magazine doesn't have Q3130 in it? Just because your ammo doesn't cycle your rifle, your firearm doesn't magically become bolt action.

Since you're already recognizing the potential need for the Calgun's flame-suit, I'm pretty sure you already knew the answer.
