If I have an oll that is built without the bullet button, but not kept in the state of California, will that still fall under the ban? I have one that I keep at my brothers house in southern utah. The lower was purchased by me in California since I can't buy one up there to leave up there.

its a CA specific (potential) law, CA laws only attempt to control things in the state, leaving the state or exiting the state.
