My Arms 40L not flipping to full 90 degree potential.

Just bought a new arms 40L buis. From the naked eye perspective (side view), It seems as if it's not flipping to a full 90 Degrees. I know, I know. I'll post picks when I get home from work guys. Just wanted to know if this is normal for the Arms 40L. thanks.

I think that is normal - I just looked at one I have here and I see the same thing - looks like it stops at around 87 degrees or so.
