Who made them? There's a lot of chinese crap floating around lately, if you're picking them up for dirt cheap at some random vendor, that might have something to do with it.

It looks like soft rubber. Is there something inside the buffer tube that is making contact with the buffer? What does the contact surface look like?
It looks like the buffer pad is kinda rolling over on itself and the edges of the metal buffer body is tearing at the pad.

I would start by finding a buffer with the urethane tip as suggested.

After that you can try to determine if your rifle is that overgassed.

It's a shame that tacticool and functional never seem to go hand in hand.

                  Wow, just wow.

What does the other face look like? Any damage from being overgassed?

Get the polyurethane buffer tip. These things are supposed to last a very long time.
If you need help with any stragglers, call a friend, because it's likely that they have a gun. America in particular have done exceptionally well taking care of the problem, as there are 1.12 guns for every 1 American citizen. So throw a rock, you'll probably hit a gun, pick up that gun, then shoot a zombie.
