That front sight is way too high. Why didn't you shoot it first to find out where it was hitting. All of my uppers I have not had to adjust either sight and I have never touched the front sight when shooting further distances. Dial that front sight down and start over

That's about a mile of adjustment you got there!
Take it back to zero and work on your sight picture until you get on paper then start adjusting.

Your rear sight should on on 6/3 (for 16" barrel) windage at center, and front sight post flush/level. Do it again, and adjust front sight as needed, chances are you may need to adjust it down, not up. But if you're still having problem with the front post then you may need to change that post to a taller one.

Run your rear sight all the way down. Depending on who made the rear sight, the 0 will ideally be indexed for the bottom of the pinion. After that, I would come up about 6-8 clicks to counter any dead clicks that might be present at the very bottom end of the rear sight pinion.

From there, adjust your front sight. Assuming it's a military square post and not a tapered National Match post, you can just go quarter turns. Just adjust the front sight until point of aim is just below point of impact. If point of impact is exactly point of aim (with regards to elevation), then all the better, but you should adjust the front sight post until point of impact is at or just below point of aim.

THEN you can adjust the rear sight to come up to get POI = POA. Now run the rear sight down until you get to the bottom and count the number of clicks it takes to get to bottom. Record this as your elevation zero. Keep it in a book or even write it on a piece of tape that you stick to your gun stock or upper.

When I put away my competition gun, I run the rear sight all the way down. When I get to the range/match and before the stage of fire during my preparation period, I will run through all my steps/procedures, one of which involves me dialing in my rear sight elevation for the given stage / distance of fire.

Just 6/3. Where did you get + 1? if you have the 6/3 type dial, the z mark if + 2, but you dont need to worry about this if you have a 16" barrel, just 6/3 and leave it there.
For windage dial, there are marks/scale at the sight housing, put it at the center. Or you can also turn the dial all the way left or right then turn it to the other end and count how many clicks, divide it by two and you'll know where the center is.

BTW, the numbers on the e-dial (4,5,6)? those are marks for the 400, 500 and 600 yard if you have done proper zero. That rear sight is calibrated for the 62 gr 5.56 on 20" barrel (I think).
