I think I know the answer to this but can I take an 80% lower make it a pistol and then convert it to a rifle later? Or vise versa rifle first then pistol? My guess is no bit I wonder what you guys think about this

Pistol to rifle is just fine. Federal law (or atf policy really) NOW (look it up people, it is old news) allows for the conversion of rifles to pistols, but it is not feasible with Ca law.The California Moderate Centrist Militia member in exile

His question was can he do it, not whether it is legal or not. It does not even say he is from a California area, though I know we are assuming that. If he is only using the 80% for defending his home/personal property then he can do whatever he wants can he not? It is when he wants to sell it or take it off of his property that any laws come in effect.Comment

I'm from California. But I know you can make 80% pistols , what I want to know is of you can switch uppers like from a 9mm 7.5in upper to a 5.56 16in upper with a but stock and back to the 9mm with out any problems with the laws. So in other words pistol to rifle to pistol or make a rifle first out of the 80% and convert it to a pistol like with the buffer tube thing with no but stock and etc.. to build a pistol. And maybe later go back to a rifle. I mean it's an 80% it's not Specified rifle or pistol on the lower so I don't see why you wouldn't be able yo but yet again we all are on California so I'm sure theirs some stupid law against it.
