I want to buy a Stag Arms AR off my brother who lives in Nevada. Can I simply replace the std mag release button with a bullet button and install a new 10 round mag to make it Cal legal???

Yes. It would be an out of state transfer. Make sure your receiving ffl knows that your brother is sending a rifle that is already CA. compliant. Small private ffl's will let the seller UPS it and charge you around $40 + Dros + Tax*. Gun stores will charge you over $80 + Dros + Tax and probably have your brother ship the gun through an ffl.

At least that was my experience.
