Contact coldwarshooters.com and ask for a reseller in your area. They will give you contact information.

Professionals Choice in Atascadero used to stock a few, and I think they still do.
I just bought mine from cold war shooters and had them transferred to an FFL like stated above.

4 Seasons won't do it, neither will The Outdoorsman. Rangemasters won't give you the time of day if you are not LE.

Professionals Choice in 'tasco may still being doing OLL's, but I understand they have been getting hinky about it. Don't know about Shoot The Moon in Paso. Bridge Sportsman might, but I haven't been up there since they re-opened after the earthquake damage was fixed.

Contact Jeff at the SLOSA range (Fri-Sat-Sun-Mon), he will likely know for sure.
"A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself...A murderer is less to fear. The traitor is the plague."......Cicero
