I was trying to get my little brother in the OLL's, and naturally he started doing his homework about OLL's and fixed magazine rifles. He called me tonight and asked me about this. The only answer I could give him was there is no law supporting this, the DOJ is just trying to scare us. Please advise

I've had to point out the next paragraph of that to at least three different people in the last couple months. It seems people get to that "bullet is not a tool" part and just give up.
