You might be able to get a Savage with Accu-Trigger for about $400 or so. They have a package with scope for about $500. Synthetic stock, I think maybe a laminate is available, too. Scope mounted and bore sighted.

me too thinking of a 223 bolt action Savage.
I bought 500 rnds of Wolfe steel case ammo made in Russia at the Ventura gun show this month for my first OLL AR build and I found out the steel case is not good for AR's. So now I'm in the market for a slightly used Bolt Action 223 or even a new one!Comment

First, steel case is just fine for an AR. ANY AR that can't shoot Wolf has issues.
Shooting crap ammo through a precision bolt-action rifle is a horrible choice.
If you want a rifle to run through any ammo without caring where it goes, get a Saiga in 223.

Well, I've never actually shot one, but Stevens (made by Savage but missing the accu-trigger) are consistently rated the best of the budget bolt guns. If you're thinking $500 with optics then that is the way I would go, just don't expect it to be a tack driver or anything. Should still be a fun plinking gun though. If you're thinking $500 before optics though, then I would step it up another $100 and get a Savage 10fp. I love mine. Whatever you do though, don't go too cheap on the glass. You don't necessarily need a Leupold, but don't buy sub $100 garbage either.
To the guy with the steel case ammo, I find that steel case does not work well in my 10fp, other bolt guns may like it more, but in general, the bolt sticks after the shot is fired with mine (when I say sticks, I mean I had to smack the bolt with an aluminum maglite to work the spent case out, seriously). I tried a box of Wolf and it is better than the Barnaul in mine, but I still have no interest in buying a second box. I bought the barnaul because it was cheap 168 gr so I figured it would be decent practice ammo for shooting Federal GMM 168gr. In general shooting crap ammo will be dirtier, less accurate, and (more importantly) less consistent. This can be really frustrating as you make a correction for your last shot only to find out that it didn't apply to the second shot and you miss again. That said, it can still be fun to use for plinking, especially given the current cost of ammo.
If you just want something to blast cheap steel cased .223 out of though, then I would get something AK derived like the Saiga. Then again, you may be better served by simply getting something that shoots 7.62x39r which is cheaper in the first place.
On another note, I ran into a super cool guy with a Brazilian FAL yesterday who let me try some of my stockpile of Barnaul .308 in his rifle. After turning up the gas setting, it worked great. We were shooting offhand at bowling pins and chunks-o-steel out to 200 yds or so and it was plenty accurate for that kind of activity.
