Just a heads up and this may have changed but two years ago I was on the backorder list from brownells for a rem 700 receiver. When they finally came instock I was sent a email saying they dont ship receivers to CA. Their policy may have changed since then, but might be worth a call to them to make sure once they get in you are good to go.
