My buddy is deployed here in San Diego, he is an Alaska resident. Is there anyway for an out of state resident to get a longgun here?

Ummm... Is he deployed as in military? If he is, then yes, he can. I also believe that he can get C&Rs in face-to-face transfers. I am sure somebody will be along shortly with the exact info.

I think the OP need to be more specific on what "deployed" means. If he is here on temporary duty ("TDY"), I can see some problems.
