I have a opportunity to aquire a Russian SKS45 made in 1954 and apparently been in long term storage with enough cosmoline ever since. It is all stock, with the folding bayonet attached. My concern is this legal for me to own as is?

As long as it has the original fixed 10 round magazine, you're GTG. Also, being that it is over 50 years old and a long gun and assuming that both the buyer and seller are Ca residents and assuming that you are over 18 and not a prohibited person, you can do a FTF sale without have to go through a FFL, wait ten days and give the state extra extortion taxes.NRA Certified Pistol, Rifle, Shotgun and Metallic Cartridge Reloading Instructor

Yep.
And then you can come back to tell us about getting the cosmoline off ...

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!Comment

Oh yeah, cosmoline removal is so much fun.... 5 cans of brakecleen, even some oven cleaner for the stock and it's as good as it's going to be. Took it to the range and it's all good.
I'm guessing that a FTF sale means "friend to friend" is that correct? Then just complete the firearms ownership record?Comment

I use a small household steam cleaner to clean cosmoline off.NRA Certified Pistol, Rifle, Shotgun and Metallic Cartridge Reloading Instructor

Do NOT use oven cleaner n the stock to remove cosmoline.Next to me in the blackness lay my oiled blue steel beauty. The greatest Christmas gift I had ever received, or would ever receive. Gradually, I drifted off to sleep, pringing ducks on the wing and getting off spectacular hip shots.

The Soviets did not store their SKS rifles in heavy cosmoline.....I saw literally hundreds and hundreds of these rifles in person at the warehouse when they were imported none were in cosmoline. The stocks are shellacked so any use of most solvents will damage the finish on the wood. Especially denatured alcohol.
If the rifle is slathered in cosmo it was probably done here by a previous owner.Poke'm with a stick!
