For one, its not like HK designed the lower in the first place, its not a patented anymore. Im pretty sure anyone can either manufacture their own lowers (with the correct ffl, business licenses), or have another company make them for them and put their rollmark/engravings on them.

On the other hand, IDK how a LEO would feel if you he saw you shooting it at the range, exited to see a Hk 416, and examine it....seeing it doesn't have a serial #...... if it was blank it would be fine but they are always nosy and will ask you a million questions, even possibly cite you for ip infringement or something.

I don't think local LEOs can enforce intellectual property laws. Those are enforced by FBI, ICE, etc.
