He's talking about the allowed number of sales an individual is permitted in one year. You can buy as many as you want, but can't sell. Such a stupid law.

Considering parting out my PCC, but don't want to deal with transferring the lower so I was planning on surrendering it to either PD or possibly FFL but was hoping it would not count on my 5 transactions per year here in Ca?

I don't think it should because it's NOT a sale.
The limit is 5 SALES per year.

Also, why not just stick the unused lower into the back of the safe for a rainy day.
Never know when you might have some other use for it.

The limit is 5 sales transactions per year totaling no more than 50 firearms.
Your purchasing is only limited by your ability to purchase.
