I have LTR's in 223 and 308, both shoot under .75" five shot groups with my handloads, 69gr SMKs in the 223 and 168gr SMKs in the 308. Both rifles have Jewell triggers, they are very consistant, have a clean crisp break, no creep, and no over travel. I went with Leupold 4.5-14x40 VX-III glass with a fine duplex crosshair. If you are looking for accuracy the Trijicon wouldn't be my choice, go with US Optics, Nightforce, or a Leupold VX-3 Long Range with turrets & side focus.
I have a vias brake on my 300wm but didn't see the need to install one on my 308.

Here is what I would look at:

      Base- Seekins, Badger Ordinance (20Moa)

      Rings- TPS, Seekins, Badger Ordinance

Scope for around the same price as the Trijicon-Vortex Viper PST 6-24 Mil/Mil

Muzzle Brake- R&D Rad Brake, Badger Thruster

Trigger- Timney, unless this will be for bench only then a Jewell trigger.

      Bipod- Harris BRMS 6-9

Just my .02 cents but this is a great setup and will make you happy. The Vortex has a better reticle and can be had in FFP. The Warranty and customer service on those things is top notch. The glass is excellent. The Timney is a great trigger and wont fail on you when it gets grit or dirt in it. The R&D brake works great and will make it so no recoil pad is needed.

How far off are you talking about? I set up some tanerite about 450 yards with my 700P and I was not able to set it off. I put several hole in it and no boom. Then I shot it at 200 and it exploded. Not sure why it didn't explode at 450 yards, the bullet was still traveling above supersonic speed when it hit the target.

Im pretty sure to detonate Tannerite the bullet needs to be traveling at least 2000fps. Super sonic is reached at 1100 fps(I believe). So that might be your problem. Tannerite is hard to explode at farther distances because of the reduction in FPS the farther out you get.

And you only got 20 inch barrel, you're going to thread it, and it will kick more that a longer barrel so Brake is necessary (I'd use a SF MB but I know you're buddies with PRI)

and congrats on the win Lorax.

Let's call this a +1000 ... I was thinking reading the original and this is nearly the exact reply I had in mind. Only elaborations:

                    - Base/Rings: Badger if you prefer steel, Seekins if you prefer alloy
                    - Scope: consider SFP vs FFP. This is THE scope to have at the price point but let's be honest and accept it's feature-packed and great at the price point, but glass quality does suck. If you are willing to re-allocate budget, I would put it into quality optics.
                    - Trigger: I also recommend Huber Concepts, especially if you are unsure of preference for one- or two-stage as you can adjust it to be either. John Huber is a hoot & great to deal with.
                    - Bipod: Outfit the BRMS with a lock lever from www.t-nuts.com for $10-$13 shipped.

IMHO a brake is hardly necessary at 20" and above. It will help if you need to make a quick follow-up shot, but if budget is a concern, I would re-allocate that toward a better scope.
