I'd spend the 4k on getting into reloading, match fees and gas money getting to them. That 700p (308?) should be pretty capable of "200-800 yards" with the right ammo.

This. Invest a little into the 700, which is more than adequate for your intended use, and spend the rest on ammo, range fees, etc.
