If I transfer a stripped lower to my FFL, does it need to come with BB or do I need to buy one before I pick it up?

No, you do not even need the magazine lock till you are about to attach it to a semi-auto center fire upper.
Many will say that it should be the first part put onto the lower. And I agree that it's not a bad idea, but that isn't legal advice that's just AR building advice.
Remember there are featureless and rimfire builds out there that still have use of their magazine release.
