I mean no offense OP, as you seem to mean well, but here goes....
You know absolutely nothing of what you speak, both anecdotally and factually. The Colt M4 is not, nor has it ever been a 1/4 MOA rifle. Standard optics for the average issue M4 are the RCO and the Aimpoint M4, neither of which are what you mentioned. You also know nothing of parallax.
Furthermore, as an active duty Marine, I can attest to never firing an M4, nor has any other recruit, in boot camp. We were issued M16A2's with irons, just as recruits today are issued a mix of A2's and A4's with Irons. It takes hard work and dedication, good training, and lots of practice and education to become an expert, and many fall short. The M4, especially at 500yds with a no value and strong wind, is very hard to place a round on target with. With the proper training and education, one can make the correct windage adjustment, but the rifle will not do it on its own.
