Muzzle Brake question for featureless Ar-15

Possibly a silly question.

If I build a featureless AR-15 with a screw on muzzle brake, does the muzzle brake absolutely have to pinned and welded? Or do I only have to pin and weld if removing the brake would bring the overall length below 30 inches or the barrel length below 16 inches?

You will need to blind pin and weld the brake only if the barrel length without it is less than 16" and it is being installed on a rifle.
