Transfering a long gun out of state...???

I have read the Wiki but need some clarification. I have a long gun manufactured in 1958 that I'd like to send to my brother in another state. I can ship it direct from my home via UPS/FedEx to a FFL holder in his home state right? Then he will have to pay whatever transfer/registration fees apply? How do I let the CA DOJ know that I no longer own said rifle? Thanks for the help.

Well I have the pistols so I'll keep the pesos. Yeah that seems fair."

You don't. They didn't know you owned it anyway, there is no rifle registration. The .gov cares even less when it comes to C&Rs.
