It's for the spotting rounds of a SMAW shoulder fired rocket system.

The spotting round is a 9x51mm.

That's it. Has the same flight travel as the rocket. So in theory, where ever that spotting round hits, so will the rocket.

WOW, that sure is the loooooooong way around the barn huh? We'll just go ahead and neck up a .308, fit it with a 9mm tracer or tracer spotter, and then back bore the head of the case to accept a 22 hornet to hold the powder!?!?!
