37mm launcher legality question

I was checking out the Spikes launchers and am curious if you can have these here in CA?

If the answer is yes, what can you use it for, flares? Where can you buy the flares? Obviously real grenades are out of the question.

What is the 26.5mm adapter for on the 9" launcher?

Although it is legal on a bullet-buttoned rifle, why add all that extra weight for something that serves little if any use for us civvies? Talk about Mall-Ninjaness.....

It's legal in CA as long as it is being used in conjunction with signal rounds (flares/smoke/etc.).

Using non-signalling rounds would make it into a Destructive Device.
