9mm is indeed a centerfire round. What would make you think otherwise? I've never heard of a 9mm rimfire round.
Any off-list AR lower can be used to make a 9mm carbine regardless of whether it says "9mm" on it or not. 9mm builds differ from 223 builds in use of mag block spacer, bolt catch, hammer, and buffer/spring as well as (of course) different upper w/massive bolt and no gas system.
I would recommend not using a fixed mag setup due difficulty of loading and instead go 'featureless' and use a fixed stock, MonsterMan grip and no flash hider.
